I think Bloom said 2. The difference isn't huge - even on a better image from the GH4. But there is a clear difference if you're looking for it. Supposedly downrezzing gives you more color info, turning an 8-but 4K file into almost 10 bit There's a lot of discussion across the web about that. The test below isn't anything special, but there is a clear difference between the mbps p file and the 4k to p file, there's more detail when the source file is 4k.
I did some testing when the GH4 first came out for a commercial I shot in 4k, and my results mirrored the linked video.
Downrezzed 4k was sharper and it had better DR. I shot everything in 4k, reframed slightly as needed another benefit of larger than p resolution and finished in p.
But that was with the GH4. I agree with your general statements about downwrezzing 4K. But I'd advise you to actually do some testing of the GoPro, with appropriate equipment.
I have read Bloom's reviews. I do not recall him saying 4K was inferior to 2. If he did, he is mistaken. I have color-calibrated 4K monitors, and I see 2. Moreover, one needs to shoot 2.
For the GoPro: If you want the highest resolution shoot 4K; if you want excellent resolution and need 60 fps, shoot 2. Both will be better than on almost any camera in resolution. GH4 and NX1 both look better in 4k and p, A7s looks much better in p - much more DR, probably 3 stops and it shows in the highlights and shadows. The 4k bitrate on the gopro struggles a bit with complex scenes. The GoPro is fine for what it is, but it does have the small sensor, low DR look. I have one and I use it all the time.
I agree with most of this. What I disputed was that the GoPro 2. I use both cameras. Let's not mix up the other qualities, also important, with sheer resolving power. I also think DR and bitrates matter a lot, and there the GH4 has an advantage but it cannot shoot 2. Gh4 4k looks better than gopro 4k, and can be doenrezzed to p, which looks better than gopro p.
Complex scenes and movements muddy gopro 4k, it's either the low bitrate or the hardware encoding. Again, it's great for what it is, but to me the GH4 output is better. Great question! I use 4k for the following reason! When you edit in Post, you can zoom up to 4 times in 4k and still have a HD video!
